Whistleblowing is a procedure designed to allow employees, councillors and members of the public to express any concerns they have with the council and to do so without fear of victimisation, discrimination or disadvantage.

  • Financial Irregularity – Generally speaking this covers; fraud and corruption, unauthorised use of public funds and failure to comply with standing orders and financial regulations
  • Complaint / Inefficiency – This would include general complaints and issues relating more to service delivery than financial investigation


If Anonymous, the concerns may still be investigated if sufficient information about the subject matter is given. The information will be assessed and an investigation will be based on the level of evidence, but resources are limited.
