North Devon Council made a Public Spaces Protection Order in relation to Barnstaple Pannier Market from 1 February 2018 to 31 January 2019. We are proposing to make a further order from 1 February 2019 for a period of 3 years. No changes are proposed to the terms of the existing order.

Barnstaple Pannier Market, a large undercover market hall, is fully accessible to the public 24 hours a day seven days a week. Located in the heart of the town centre and being undercover, there was a long history of anti-social behaviour in this space at night time.

Such activity was of a wide ranging nature, including drug and alcohol possession and consumption; vandalism and graffiti; arson; vomit, urination and defecation; ball games and thrown objects causing damage; tampering with the electrical system; rough sleeping; alarm activation; and extensive littering including needles, broken glass and so forth. Such incidents have been logged over a long period of time, and it was noticeable that incidents were becoming more frequent.

These activities were considered to be having a detrimental impact on the quality of life in Barnstaple town centre.

In order to restrict such anti-social activities occurring in the pannier market North Devon Council made a Public Space Protection Order (PSPO), this order would be in place for a year, and then reviewed. Managing such a PSPO would be through the closure of the pannier market doors between the hours of 6pm and 5am. Between 5am and 6pm market staff are on site.

Closure of the doors at night does not restrict community groups from using the pannier market in the evenings. Such groups can continue to book the pannier market for music and sports activities and practice sessions - indeed it makes the environment more conducive to such activities, as anti-social behaviour incidents have disrupted some of these activities in the past.
